João Guerra is a Post Doctoral Fellow in ICS-UL and holds a PhD in Social Sciences from Lisbon University (2011). He is a member of Executive Committee of OBSERVA - Observatory of Environment and Society and he is also an ECO XXI national commission member, project which annually assesses the characteristics and practices of sustainability among Portuguese municipalities.

Since 1998 he carried out several research projects focused on environmental issues and their interactions with society: governance, civic participation, sustainable development, environmental education, etc. He is also the author and co-author of many articles and books on those issues.
